As you are not able to notice built in camera application from all programs list, you demand to make sure if the built in photographic camera is enabled and showing in device manager and is the driver updated till date. To help you check this, please follow the steps mention below:
-Press 'Windows key' + 'R' primal on your keyboard.
-'Run' box will open up upward.
-Type in 'devmgmt.msc' in the box and hitting 'Enter'.
-Now search for 'Imaging Device' and select it.
-'Right click' on the web cam and 'Enable' it.

If event still persists you need to update driver, to exercise this follow all the four steps mention as above and then, 'Right click' on the web cam and select 'Properties'.
-Select 'Driver' tab and click on 'Update Driver'.

If issue still persists, you lot need to re-install webcam driver, to practice this follow all the 4 steps mention as to a higher place and and so, 'Right click' on the web cam and so click on 'Uninstall'.
-Restart the computer, the web cam will be automatically installed.
